आठवीं पंचवर्षीय योजना को लागू नहीं किया जा सका। इसलिए इसे योजना विहिनकाल कहते है। 1991 में आर्थिक सुधार लागू किए गए जिन्हें रावसिंह सुधार भी कहते है। जिसके तहत उदारीकरण निजीकरण वैश्वीकरण की नीति अपनाई गई थी। 1991 में तीसरी बार मुद्रा का अवमूंकन किया गया ।
