इसमें राज्य तो होते है किंतु वह केंद्र सरकार के नियंत्रण में कार्य करते है अर्थात् राज्यों का गठन प्रशासनिक सुविधा के लिए किया जाता है।
जैसे:- ब्रिटेन, चीन Although there are states in it, they function under the control of the central government, meaning that states are formed for administrative convenience.
