अनुच्छेद 178 से 182

इन अनुच्छेदों में विधान सभा के अध्यक्ष (Speaker) और उपाध्यक्ष (Deputy Speaker) तथा विधान परिषद (यदि हो) के अध्यक्ष और उपसभापति की नियुक्ति, पदत्याग, कार्य, नियम आदि वर्णित हैं।

Articles 178–182 cover the election, vacancy, removal, powers and functions of the Speaker, Deputy Speaker of Assembly, and the Chairman and Deputy Chairman of Legislative Council (if the state has one).

अनुच्छेद 178/ Article 178

यह अनुच्छेद राज्य की विधान सभा में अध्यक्ष (Speaker) और उपाध्यक्ष (Deputy Speaker) की नियुक्ति से संबंधित है। जैसे ही विधान सभा गठित होती है, उसे उसी  तरह इन दोनों पदों पर अपने सदस्यों में से किसी को चुनना होता है।

This article deals with the appointment of the Speaker and Deputy Speaker of the State Legislative Assembly. As soon as the Legislative Assembly is constituted, it must elect one of its members to fill these two positions.

अनुच्छेद 179 Article 179

इस अनुच्छेद में अध्यक्ष या उपाध्यक्ष के पद त्याग, पद से हटाए जाने, और पद रिक्त होने की स्थितियों का वर्णन है।

This article describes the conditions for the resignation, removal, and vacancy of the Speaker or Deputy Speaker.

·       यदि वह सदस्य विधानसभा का सदस्य नहीं रहता, तो पद भी स्वतः समाप्त हो जाता है।

·       If the member ceases to be a member of the Legislative Assembly, the position automatically ceases.

·       वह इस्तीफा दे सकता है। He or she may resign.

·       उसे 14 दिन की पूर्व सूचना के बाद बहुमत से पद से हटाया जा सकता है।

·       He or she may be removed from office by a majority vote after 14 days' notice.

अनुच्छेद 180 Article 180

इसमें अध्यक्ष और उपाध्यक्ष की अनुपस्थिति या पद रिक्त होने की स्थिति में कार्यवाहक अध्यक्ष की व्यवस्था का उल्लेख है। Article 180

This article provides for the appointment of an Acting Speaker in the absence or vacancy of the Speaker and Deputy Speaker.

·       अध्यक्ष अनुपस्थित हो, तो उपाध्यक्ष कार्य करेगा।

·       If the Speaker is absent, the Deputy Speaker will act.

·       यदि दोनों अनुपस्थित हों, तो राज्यपाल या नियमों के अनुसार किसी अन्य सदस्य को यह कार्य सौंपा जा सकता है।

·       If both are absent, the Governor or any other member may be appointed by the rules.

अनुच्छेद 181 Article 181

जब अध्यक्ष या उपाध्यक्ष को पद से हटाने का प्रस्ताव विधानसभा में विचाराधीन हो, तो वे उस बैठक की अध्यक्षता नहीं कर सकते।

When a motion to remove the Speaker or Deputy Speaker from office is pending in the Legislative Assembly, they cannot preside over a meeting.

अध्यक्ष को उस बैठक में बोलने और भाग लेने का अधिकार है, लेकिन वह उस प्रस्ताव पर मतदान नहीं कर सकता।

Although the Speaker has the right to speak and participate in the meeting, they cannot vote on the motion.

अनुच्छेद 182

यदि राज्य में विधान परिषद है, तो यह अनुच्छेद उसके सभापति (Chairman) और उपसभापति (Deputy Chairman) की नियुक्ति से संबंधित है।

 if a State has a Legislative Council, this article deals with the appointment of its Chairman and Deputy Chairman. विधान परिषद अपने दो सदस्यों को इन पदों के लिए चुनती है।

The Legislative Council elects two members to these positions.

If a position becomes vacant, a new member is elected.

यदि कोई पद रिक्त होता है, तो नए सदस्य का चुनाव किया जाता है।
