August Offer (August 8, 1940)

कॉन्ग्रेस के मंत्रिमंडलों से त्यागपत्र के बाद कांग्रेस का वार्षिक अधिवेशन मार्च 1940 में रामगढ़ (तत्कालीन बिहार) में आयोजित किया गया। इसमें ब्रिटिश सरकार के समक्ष यह प्रस्ताव रखा गया कि केंद्र में अंतरिम सरकार गठित की जाए।

Following the resignations of Congress ministries, the annual session of the Congress was held in March 1940 in Ramgarh (then in Bihar). At this session, a resolution was passed proposing the formation of an interim government at the center, to be presented to the British government.

लॉर्ड लिनलिथगो ने द्वितीय विश्व युद्ध में कॉन्ग्रेस का सहयोग प्राप्त करने के लिये उनके समक्ष एक प्रस्ताव रखा, जिसे 'अगस्त प्रस्ताव' का नाम दिया गया, जिसमें अंतरिम सरकार के गठन करने की मांग को खारिज कर दिया गया। अगस्त प्रस्ताव में अधोलिखित प्रावधान सम्मिलित थे-

Lord Linlithgow put forward a proposal to the Congress to secure their cooperation in the Second World War, which came to be known as the 'August Offer'. This offer rejected the demand for the formation of an interim government. The August Offer included the following provisions:

युद्ध के बाद एक प्रतिनिधिमूलक संविधान निर्मात्री संस्था का गठन किया जाएगा।

After the war, a representative constituent assembly will be formed.

एक युद्ध सलाहकार परिषद् की स्थापना की जाएगी।

A war advisory council will be established.

वायसराय कार्यकारिणी परिषद् का विस्तार (भारतीयों की संख्या बढ़ा दी जाएगी) किया जाएगा।

The Viceroy's Executive Council will be expanded (the number of Indians will be increased).

कांग्रेस के द्वारा अगस्त प्रस्ताव को अस्वीकार कर दिया गया तथा पाकिस्तान की मांग स्पष्ट रूप से स्वीकार न किये जाने के कारण बो मुस्लिम लीग ने भी प्रस्ताव को अस्वीकार कर दिया।

The August Offer was rejected by the Congress, and because the demand for Pakistan was not explicitly accepted, the Muslim League also rejected the proposal.
