Bihar E-Voting App is India’s first state-level digital voting platform, launched by the Election Commission of Bihar. It allows eligible voters to cast their vote from home using a smartphone, especially beneficial for senior citizens, differently-abled individuals, and those living outside their constituencies.

Bihar State Election Commission created history on Saturday by conducting municipal elections and by-elections using e-voting for the first time in the country. In this, 80.60 percent of the voters registered for the election voted from home and outside the state through mobile. Whereas, in the by-election, 58.38 percent of the voters voted through mobile.

 

An average of 69.49 percent voting took place through mobile in the election and by-election. In the election, only 54.63 percent of the voters voted by going to the booths through EVMs. Now the counting of votes will take place from 8 am on June 30.

Bihar has taken a historic initiative to implement e-voting system in urban body elections for the first time in the country, which will promote the inclusion of technology in the democratic process and voter participation.

 

Launch of e-voting system

The Bihar State Election Commission has announced that mobile based e-voting system will be implemented in the upcoming Municipal Corporation and Urban Body elections to be held on 28 June 2025.

This change is a big step towards making voting more easy, accessible and transparent through modern technology.

 

e-Voting Apps and Developer Institutes

The entire voting process will be conducted with the help of two mobile applications:

 

e-Voting SECBHR App – Developed by C-DAC

Second App – Developed by Bihar State Election Commission

This app is Android based.

 

Remote Voting: Citizens can vote without physically visiting polling booths.

Facial Recognition: Uses facial authentication for voter verification.

Secure & Encrypted: Ensures data privacy and election integrity using blockchain technology.

Pilot Launch: Initially tested in select urban areas before full-scale rollout.

 

Objective:

To increase voter turnout, reduce logistical costs, and make the voting process more accessible and tech-friendly.
