Part A - Support for First-time Employers:
Targeting first-time employees registered with EPFO, this part will provide one month's EPF salary up to Rs 15,000 in two installments. Employees with salary up to Rs 1 lakh will be eligible for the incentive. The first installment will be payable after 6 months of service and the second installment after 12 months of service and completion of financial literacy programme by the employee. To encourage the habit of saving, a part of the incentive will be parked in a savings account for a fixed period and can be withdrawn later by the employee.
Part A will benefit about 1.92 crore first-time employees.
Part B - Incentives for Employers:
This part will encourage additional employment generation across all sectors, with special focus on the manufacturing sector. Employers will get incentives for new employees with salary up to Rs 1 lakh. The government will provide employers with incentives of up to Rs 3000 per month for two years for every additional employment for at least six months. For the manufacturing sector, the incentives will also be extended for the third and fourth years.
This part is expected to incentivise employers for generating additional employment of about 2.60 crore people.
Incentive payment mechanism: All payments to first-time job entrants under Part A of the scheme will be made through Direct Benefit Transfer (DBT) using Aadhaar Bridge Payment System (ABPS). Payments to employers under Part B will be made directly into their PAN-linked accounts. With the ELI scheme, the government aims to boost job creation across sectors, especially in the manufacturing sector, as well as encourage youth joining the workforce for the first time. An important outcome of the scheme will also be the formalisation of the country’s workforce by expanding social security coverage to crores of young men and women.
