भारत में सुपीरियर सिविल सर्विसेस के संबंध में लॉर्ड ली की अध्यक्षता में रॉयल कमीशन ने सन् 1924 में प्रस्तुत अपनी रिपोर्ट में लोकसेवा आयोग के गठन की सिफारिश की थी
The Royal Commission on Superior Civil Services in India, headed by Lord Lee, in its report submitted in 1924 recommended the formation of a Public Service Commission.
संघ लोकसेवा आयोग का वर्णन संविधान के भाग XIV के अनुच्छेद 315 से 323 तक में दिया गया है
The Union Public Service Commission is described in Articles 315 to 323 of Part XIV of the Constitution
लोक सेवा आयोग की स्थापना 1 अक्टूबर 1926 में हुई भारत के स्वतंत्र होने पर संवैधानिक प्रावधानों के तहत 26 अक्टूबर 1950 को लोक सेवा आयोग को संवैधानिक दर्जा दिया गया। और स्वायत्ता प्रदान की गई। इसका प्रमुख कार्य केन्द्र तथा राज्य की लोकसेवा के लिए सदस्यों का चयन करना।
The Public Service Commission was established on 1 October 1926. After India became independent, the Public Service Commission was given constitutional status on 26 October 1950 under the constitutional provisions. And autonomy was granted. Its main function is to select members for the public service of the Center and the State.
संघ लोकसेवा आयोग में एक अध्यक्ष और 10 सदस्य होते है संविधान में इसके सदस्यों की संख्या निश्चित नहीं है इनकी नियुक्ति राष्ट्रपति द्वारा की जाती है।
The Union Public Service Commission consists of a Chairman and 10 members. The number of its members is not fixed in the Constitution. They are appointed by the President.
राष्ट्रपति संघ लोकसेवा आयोग के सदस्यों और अध्यक्ष की सेवाशर्तों का निर्धारण करते हैं कुल सदस्यों में से आधे सदस्यों को कम से कम 10 वर्षों तक काम करने का अनुभव प्राप्त होना चाहिए।
The President determines the terms and conditions of service of the Members and Chairman of the Union Public Service Commission. Half of the total members must have held office for at least ten years.

Tenure of office of Chairman and Members -
अध्यक्ष और सदस्य दोनों ही पदधारण करने से 6 वर्ष की अवधि तक या 65 वर्ष की आयु पूर्ण होने तक अपने पद पर रह सकते है।
Both the Chairman and the Members hold office for a term of six years from the date of assumption of office or until they attain the age of 65 years.

वर्तमान में 14 मई 2025 से अजय कुमार संघ लोक सेवा आयोग के अध्यक्ष बनाये गए है। अजय कुमार भारतीय प्राशसनिक सेवा से सेवानिवृत्त अधिकारी है। यह रक्षा सचेत रह चुके है।
Presently, Ajay Kumar has been appointed as the Chairman of the Union Public Service Commission from 14 May 2025. Ajay Kumar is a retired officer from the Indian Administrative Service. He has been a Defense Alert.
राष्ट्रपति अध्यक्ष और सदस्यों को दुर्व्यवहार और कदाचार के आधार पर हटा सकते है। लेकिन कदाचार और दुर्व्यवहार की जांच उच्चतम न्यायालय भेजना होगी। आयोग एवं सदस्यों के कदाचार के संबंध में उच्चतम न्यायालय द्वारा भेजी गई जांच को मानने के लिए राष्ट्रपति बाध्य होगा।
The President can remove the Chairman and members on the grounds of misbehavior and misbehavior. But the investigation of misbehavior and misbehavior will have to be sent to the Supreme Court. The President will be bound to accept the investigation sent by the Supreme Court regarding the misbehavior of the Commission and the members.
संघ लोकसेवा आयोग के अध्यक्ष और सदस्यों को निम्नलिखित दो आधारों पर दुर्व्यवहार या कदाचार का दोषी ठहराया जाता है।
The Chairman and Members of the Union Public Service Commission are held guilty of misbehavior or misconduct on the following two grounds.
1. यदि वह भारत सरकार या राज्य सरकार की ओर से जारी की गई। संविधा में हितधारक हो।
If it is issued by the Government of India or the State Government. He is a stakeholder in the contract.
2. यदि वह किसी संविधा या करार में होने वाले लाभ में भागीदार हो।
If he is a partner in the profits arising from any contract or agreement.
संघ लोकसेवा आयोग की सदस्य व अध्यक्ष की पुन: नियुक्ति -
Re-appointment of Member and Chairman of Union Public Service Commission -
1. कार्यकाल समाप्त हो जाने के पश्चात् वह दोबारा नियुक्त नहीं किए जाएंगे।
He will not be reappointed after the completion of his term.
2. अध्यक्ष अपना कार्यकाल पूरा करने के बाद संघ अथवा किसी भी राज्य सरकार के अधीन किसी भी नियोजन के लिए पात्र नहीं होंगे।
The Chairman shall not be eligible for any employment under the Union or any State Government after completion of his term of office.
3. सदस्य संघ लोकसेवा आयोग या राज्य लोकसेवा आयोग का अध्यक्ष होने के लिए पात्र होगा। पर वह भारत सरकार या किसी राज्य के अधीन किसी भी नियोजन का पात्र नहीं होगा।
A member shall be eligible to become the Chairman of the Union Public Service Commission or the State Public Service Commission. But he shall not be eligible for any employment under the Government of India or any State.
Salary-वेतन-
आयोग के अध्यक्ष व सदस्यों के वेतन, भत्ते, और पेंशन भारत की संचित निधि पर भारित होती है। इसका अर्थ है कि संसद में इस मुद्दे पर मतदान नहीं हो सकता।
The salaries, allowances and pension of the chairman and members of the commission are charged on the Consolidated Fund of India. This means that this issue cannot be voted upon in Parliament.
संघ लोकसेवा आयोग के अध्यक्ष और सदस्यों के वेतन 3 गुना बड़ा दिए गए हैं अब अध्यक्ष को 2 लाख 50 हजार रूपये और सदस्यों को 2 लाख 25 हजार रूपये वेतन दिया जाता है।
The salaries of the Chairman and members of the Union Public Service Commission have been increased 3 times. Now the Chairman is paid Rs 2 lakh 50 thousand and the members are paid Rs 2 lakh 25 thousand.
