ब्रिटिश प्रधानमंत्री रैम्जे मैकडोनाल्ड ने 16 अगस्त, 1932 को विभिन्न संप्रदायों के प्रतिनिधित्व के विषय पर एक पंचाट जारी किया, जिसे 'सांप्रदायिक (कम्युनल) पंचाट' कहा गया।

British Prime Minister Ramsay MacDonald issued an award on August 16, 1932, on the subject of representation for various communities, which came to be known as the 'Communal Award'.

इसके तहत प्रत्येक अल्पसंख्यक समुदाय के लिये विधानमंडलों में कुछ सीटें सुरक्षित रखी गईं, जिनके सदस्यों का चुनाव पृथक् निर्वाचक मंडलों द्वारा किया जाना था। मुस्लिम, सिख व ईसाई के साथ ही इस नए पंचाट में दलित वर्ग को भी अल्पसंख्यक मानकर हिंदुओं से अलग कर दिया गया।

Under this system, certain seats were reserved in the legislatures for each minority community, whose members were to be elected by separate electorates. Along with Muslims, Sikhs, and Christians, the Dalit community was also recognized as a minority and separated from the Hindu community under this new arrangement.
